Blood is Power and Blood Ritual - Guild Wars Forums

I have two question on these spells.

Do they add to the target other's current regen rate?

+4(normal w/armor bonus) +5(Blood is Power)= +9 total

Do they stack?

+4(normal w/armor bonus) +5(Blood is Power) +3 (Blood Ritual)= +12 total

One last question, is there a cap for energy regeneration like there is for health? This would make the last example +10.
